This page is for procurement units of wellbeing services counties, care homes, day activity units and institutions that need a reliable operator for transport under the Disability Services Act (VPL) and the Social Welfare Act (SHL). FLF drives these rides in Päijät-Häme, Kanta-Häme and Uusimaa as a contract partner through the counties' dispatch centres, and as direct contract transport for care homes and institutions.
Our fleet includes wheelchair-accessible Mercedes-Benz Sprinter and Volkswagen Crafter minivan taxis and Volkswagen Caddy Maxi taxis with a wheelchair space, a lift or ramp and wheelchair restraints. Our drivers are our own employees, trained to assist the customer from the door to the vehicle and from the vehicle to the door. Punctuality, a calm driving style and the same driver on regular rides are what procurement units and customers expect from us.
The price of contract transport is based on kilometres and time driven, the type of vehicle, the extent of assistance and how regular the rides are. For VPL and SHL journeys driven through dispatch, the price and the customer's co-payment are set by the county's contract. For care homes and institutions we offer a contract price and monthly invoicing. In the middle of this page we tell customers how to book a journey in their own area.

VPL and SHL transport services for procurement units
We respond to wellbeing services counties' transport tenders as an operator and act as a contract partner of dispatch centres. We give the procurement unit what contract supervision requires.
- Accessible fleet in line with Traficom requirements: wheelchair space of at least 0.75 × 1.10 m, interior height 1.40–1.45 m, lift or ramp, restraints and seat belt.
- Driver training in assisting, handling mobility aids and meeting the customer. We run the training ourselves, and the drivers are our own employees.
- Reporting as agreed: journeys driven, punctuality, deviations and customer feedback.
- Punctuality: pick-up within ±15 minutes of the agreed time, and delays are reported to the customer and to dispatch.
- Spare vehicles and substitute drivers from our own fleet and staff, so contract rides are driven even during illness.
- Contractor liability documents, taxi operator licence and insurance certificates are delivered with the quote.
Care homes, day activities and institutions
Contract transport
The care home or institution books rides directly from us through an agreed channel. One contact person, a monthly consolidated invoice and the same driver whenever possible.
Regular group rides
Group rides to day activities, rehabilitation and work activities in an accessible minivan taxi at the same time every week.
Door-to-door escorting
The driver collects the customer from the door of the flat or ward, assists into the vehicle and hands over to the receiving person at the destination.
Individual errands and care visits
Laboratory, dentist, outpatient clinic or public office. The driver waits by arrangement and brings the customer back on the same booking.
For customers: how to book a VPL or SHL journey
In Päijät-Häme, VPL and SHL journeys are booked from the county's dispatch centre, Lahden Aluetaksi, telephone 03 2100 500. Book at least one hour before departure and cancel at least 45 minutes before the agreed pick-up time. An escort travels free of charge. The vehicle arrives within ±15 minutes of the agreed time, so it is worth being ready a little early. FLF vehicles drive these journeys through dispatch as a contract partner, so the booking is made with the dispatch centre, not directly with us.
In Kanta-Häme the transport service is organised by the wellbeing services county Oma Häme, and journeys are booked according to its instructions from the dispatch it has designated. In Uusimaa you follow your own county's instructions; the booking number and practices are in your transport service decision or on the county's website.
When you book, give the pick-up address and destination, the preferred time, whether you use a wheelchair or a rollator, whether you need a lift, and whether an escort is travelling with you. This lets dispatch assign an accessible vehicle and tells the driver what kind of help you need.
Kela taxi
Healthcare journeys reimbursed by Kela are booked from the regional Kela booking number, not directly from a taxi company. When you book a Kela taxi from your region's number, you pay only the co-payment and Kela reimburses the rest directly to the operator. A journey booked directly from a taxi is not reimbursed, so check the booking number with your healthcare unit or on Kela's website.
Kela taxi providers change on 1 January 2027. In Päijät-Häme the providers will be Lahden Aluetaksi and Tampereen Aluetaksi; in Uusimaa and Kanta-Häme, Taksi Helsinki and KSMYK. FLF vehicles drive in these dispatch systems as a contract partner, so your Kela journey may be driven by our driver even though the booking is made to the regional Kela number.
What is the difference between VPL, SHL and Kela journeys
A VPL journey is based on the Disability Services Act. It is for a person who, because of a disability or illness, has particular difficulty moving about and cannot use public transport. The VPL transport service covers leisure, errands and participation in society, and the county grants a set number of journeys per month. Work and study journeys are handled separately.
An SHL journey is based on the Social Welfare Act. It is a service supporting mobility, granted especially to older people for whom public transport is difficult but who do not meet the criteria of the Disability Services Act. SHL journeys are used for errands and leisure, and their number and co-payment are defined in the county's decision.
A Kela journey is a healthcare journey, for example to a doctor, a hospital or rehabilitation. Kela reimburses the journey when it is made to a healthcare unit and booked from the regional Kela booking number. The customer pays a co-payment with an annual cap. VPL and SHL journeys are not used for healthcare journeys, and Kela journeys are not used for errands.
Accessibility and assistance
All our accessible vehicles meet Traficom requirements, and the driver always assists into and out of the vehicle. Details of the fleet and mobility aids are on the wheelchair-accessible taxi page.
- The wheelchair is secured to the floor and the passenger's seat belt is fastened before setting off.
- Powered wheelchairs, rollators and other mobility aids travel along in the minivan taxi.
- The driver collects the customer from the door, assists on stairs by arrangement and escorts to the destination.
- An escort travels along, and the driver takes them into account in the seating.
- A calm driving style and time for transfers: schedules are sized according to the need for assistance.

Pricing
The price of contract transport is based on kilometres and time, the type of vehicle, the extent of assistance and how regular the rides are. For VPL, SHL and Kela journeys driven through dispatch, the price and co-payment are set by the county's or Kela's contract. Prices for procurement units and institutions are quoted excluding VAT.

Frequently asked questions
Can I book a VPL journey directly from FLF?
No. VPL and SHL journeys are booked from the county's dispatch centre, in Päijät-Häme from Lahden Aluetaksi on 03 2100 500. FLF vehicles drive these journeys through dispatch as a contract partner. Care homes, institutions and other contract customers can book contract rides directly from us through an agreed booking channel.
What is the co-payment for a VPL journey?
The co-payment is defined in the county's transport service decision and usually corresponds to a public transport fare. Check the amount in your own decision or the county's instructions, as it varies by region and journey length. The driver collects the co-payment with the journey in the agreed way.
Can I bring an escort?
Yes. On VPL and SHL journeys in Päijät-Häme an escort travels free of charge, and in other regions the right to an escort is recorded in the transport service decision. Mention the escort when booking so there is room in the vehicle. The driver assists the customer even when an escort is present.
How early must a social care ride be booked?
In Päijät-Häme a VPL or SHL journey is booked at least one hour before departure and cancelled at least 45 minutes before the pick-up time. In other wellbeing services counties the time limits are in your own instructions. Regular rides are best booked as a series at once, so the same driver can be reserved for several weeks.
Do you drive Kela journeys?
Yes, through dispatch. A Kela taxi is always booked from the regional Kela booking number, and FLF vehicles drive journeys as a contract partner of the dispatch. From the start of 2027 the Kela providers change: in Päijät-Häme Lahden Aluetaksi and Tampereen Aluetaksi, in Uusimaa and Kanta-Häme Taksi Helsinki and KSMYK. Kela does not reimburse a journey booked directly from a taxi.
How does a care home get regular rides?
By contacting us. We agree the booking channel, the weekly times, an accessible vehicle and, where possible, the same driver. Rides are invoiced monthly on a consolidated invoice, and the care home has one contact person who knows the contract. You usually get a quote the same working day.
